While this transformation opened new opportunities for accountability and for rebuilding legal institutions, it also imposed complex challenges that required developing flexible, victim- and survivor-centred approaches responsive to rapidly accelerating political and legal shifts.

During the year, Huquqyat expanded the scope of its work inside Syria and internationally, and strengthened its presence in discussions related to transitional justice, with a focus on ensuring the participation of Syrian women in accountability processes and in shaping the future of the Syrian legal system. The organisation’s members also played an active role in field documentation, capacity building, and the training of more than 150 Syrian lawyers and judges on international crimes and investigation and documentation mechanisms.

In the area of investigations, Huquqyat continued to develop its work related to core international crimes, particularly crimes connected to siege and the use of starvation as a weapon of war, while strengthening its cooperation with the International, Impartial and Independent Mechanism (IIIM) and European authorities concerned with accountability. The organisation also worked to build channels of communication with the Syrian national commissions concerned with transitional justice and enforced disappearance, calling for the adoption of comprehensive, gender-sensitive approaches that ensure the participation of civil society, victims, and survivors in these pathways.

In research and knowledge production, Huquqyat launched its Research Committee with the aim of developing a more structured approach to gender-sensitive legal and social research. Its members contributed to research and studies addressing the roles of Syrian women in transitional justice and the structural challenges that continue to limit their participation. The organisation also expanded its academic collaborations with international universities and research centres, as part of strengthening feminist knowledge production on justice and accountability in Syria.

In advocacy, 2025 witnessed intensive activity by Huquqyat at both the local and international levels, through participation in conferences, events, and workshops addressing transitional justice, enforced disappearance, starvation crimes, and gender justice. The organisation also launched its first public presence in the United States through a public event on transitional justice and US policies towards Syria, and continued working with Syrian, regional, and international civil society organisations to keep women’s issues and accountability at the heart of discussions on Syria’s future.

At the same time, Huquqyat continued to develop its membership-based, shared-leadership organisational model, through the establishment of specialised committees for investigations and research, and by strengthening spaces for collaboration and collective planning among members across different geographical and professional contexts.

Despite the political, organisational, and financial challenges the organisation faced during the year, Huquqyat was able to adapt to a rapidly changing reality, while maintaining its commitment to building comprehensive, gender-sensitive justice pathways that place the voices of women, victims, and survivors at the heart of the process of rebuilding Syria.

To read the report, please click here

2025 marked a pivotal transitional phase in Huquqyat’s journey, as the organisation’s first full year of work in post-Assad Syria, amid the early formation of transitional justice and legal reform pathways in the country.
