Huquqyat’s Participation in the Transitional Justice Dialogue in Istanbul

Huquqyat participated in a two-day Transitional Justice Dialogue held in Istanbul, Türkiye, on 24 and 25 September 2025. The workshop brought together representatives of transitional justice and enforced disappearance committees, Syrian civil society actors, international experts, and government representatives to discuss ways of strengthening collaboration between official committees and Syrian civil society.

The dialogue focused on how to make better use of the knowledge, skills, and experience available within Syrian civil society in support of transitional justice, accountability, and efforts related to enforced disappearance. Huquqyat contributed to discussions on the need for meaningful civil society engagement, including by suggesting that compulsory consultation with civil society be included in the committees’ by-laws.

While the workshop provided a space for exchange, it did not lead to concrete practical outcomes. The discussions suggested limited openness from official committee representatives to critical feedback or genuine engagement that challenges their approach. Huquqyat will continue to observe how collaboration with civil society develops in practice.
