Transitional Justice in Syria: An Opportunity for Progress

Huquqyat, in partnership with the New Lines Institute, organized its first public event in Washington, D.C., entitled “Transitional Justice in Syria: An Opportunity for Progress,” in order to discuss the challenges and opportunities related to transitional justice processes in Syria after the fall of the Assad regime. The event was held on 10 June 2025 at the Elliott School of International Affairs in Washington, and included the participation of Mariana Karkoutly and Noor Hamadeh from Huquqyat, alongside speakers from organizations and legal and research experts concerned with Syria and transitional justice.

The event focused on Huquqyat’s vision for transitional justice in Syria, including the importance of gender-sensitive investigations, survivor-centered approaches, and documentation and case-building related to war crimes and crimes against humanity. The discussions also addressed the role of U.S. policies and international actors in supporting justice and accountability, the importance of incorporating accountability for the role of corporations within transitional justice processes, and benefiting from comparative experiences in other countries such as Colombia. The event formed a space for networking and dialogue between Syrian and international organizations and actors interested in justice, accountability, and human rights in Syria.
